Guidelines for Universities hosting Human Rights Defenders 2025 published.

February 20th 2025

The UNESCO Chair in the Protection of Human Rights Defenders and Expansion of Political Space, led by Professor Paul Gready and based at the Centre for Applied Human Rights (CAHR) University of York, has published 'Guidelines for Universities Hosting Human Rights Defenders'.

Over a year-long process, the UNESCO Chair collaborated with universities, NGOs, donors and human rights defenders to co-produce the Guidelines which represent an invitation for universities to get involved in hosting, a source of inspiration about why this work matters, and a guide and set of tools on how to provide support for human rights defenders.

The Guidelines are intended to be a living document, and will be regularly updated and revised to reflect developments in practice and new knowledge. The Guidelines will be shared with universities, NGOs and human rights defenders the Chair welcomes any correspondence with universities interested in hosting at key events over the coming year. Requests, feedback and suggestions on the Guidelines can be sent to [email protected]

In her Preface to the Guidelines, Mary Lawlor, UN Special Rapporteur on the situation of human rights defenders, says:

"These Guidelines will elicit broad interest and enable more human rights defenders to find safety through participating in relocation initiatives at universities. I commend this work to a wide readership, and, in particular, to universities, and urge them to make a commitment to providing a safe space for human rights defenders."
