UK Minister joins UNESCO Digital Learning Week events in Paris

September 9th 2025, by Maxim Polya-Vitry, Deputy Permanent Delegate to UNESCO

In the first week of September UNESCO held its flagship conference 'Digital Learning Week' (DLW), and the UK was represented by Minister Stephen Morgan (then Minister for Early Education at DfE, now Junior Lord of the Treasury, Government Whip) who took part in a Ministerial roundtable discussing the place of AI in education, alongside other events.

Stephen Morgan’s participation DLW2025 formed part of the UK’s commitment to shaping the future of education through safe, ethical and inclusive use of AI.

Alongside the Minisiterial debate, Stephen Morgan participatied in a plenary panel to discuss the rethinking of curriculum in the context of fast developing AI tools in education.

Stephen Morgan delivered important messages on human-centred AI, safeguarding children’s rights, and empowering teachers through technology. He reiterated the UK’s stance on AI safety standards, including the development of safety expectations for Generative AI products. These expectations outline the capabilities and features that generative artificial intelligence products and systems should meet to be considered safe for users in educational settings. As global collaboration intensifies, the UK is well-positioned to lead in shaping a human-centred, digitally resilient education system.

Digital Learning Week spotlighted the transformative potential of AI in education, calling for ethical, inclusive, and teacher-empowering approaches. The UK is responding with strategic investments in AI tools, infrastructure, and innovation funding—aiming to reduce teacher workload, personalise learning, and ensure safe, responsible use of technology in schools.
